France is seen as one of the countries with the lowest rate of Internet users in Europe. Only about 40 households in 100 are onnected to the web in comparison to 70 out of a 100 in England and Germany.
The internet is seen as essential for the future of France in the commercial and ecconomic world and in order that France can keep place with its competitors 15 measures are being put in place to help France make up for lost time by 2010. This is being done by NTIC (La maîtrise des Technologies de l'Information et de la Communication.)
